Carpentersville, IL - ,0,3257406.story" A Domestic Violence offender barely two days after he was fitted with an electronic ankle bracelet, a new satellite tracking system in Kane County alerted police that he allegedly broke the law by driving within 1,500 feet of his ex-girlfriend’s home.   Michael Parra 22, was promptly taken into custody, one of the first arrests made in Illinois under a state law that allows judges to require GPS monitoring of domestic abusers, stalkers and others who repeatedly violate orders of protection. Instantaneously, the police notified,  Pelarvanh Noel Thavone, 19, that Parra was arrested and that he violated the protection order.

Can you imagine if the offender didn’t have the GPS tracker? Ms. Thavone might not be alive today.

The county probation office works with a private GPS company and requires offenders to pay the cost — roughly $10 a day, said Susan Chapin, domestic violence coordinator in the Champaign County state’s attorney’s office.

Since January, more than a dozen people charged with violating an order of protection have been monitored, Chapin said.The GPS helped police charge additional violations and has probably deterred others from continuing to go after victims, she said.

California is so big, it’s easy for a victim to fall through the cracks and end up dead. With several counties and townships this is where the GPS tracker is needed. It’s already been documented that the cost is minimal and that it’s helping the police catch offenders who violate protection orders in a way where they are prosecuted.

So what is the hold up?

The hold up is bureaucratic *******t. Assembly members need to be stroked, plain and simple. Politicians have big egos, it’s all about who will come out on top. But in the mean time as they look in the mirrors and tell themselves, “I am great,” women are murdered as a direct result of domestic violence. Women are emotionally tortured by abusers who thrive on watching women squirm with fear. Politicians and legislators should stop and think who puts them in their comfy offices of power, we put you there, we can vote you out.
